Yes, yes it does. There are a few threads (sorry, don't have them right now and no time to get them) that you should be able to search. One updates code with deprecated code specifically for TF to bring it up to compatibility, and I *believe* there is a fork somewhere now (saw the message about 2 weeks ago) that has gpt-2 running with some version of TF2.x
I've got gpt-2 running with TF == 1.13.1 and python 3.7.3, and I just suppress the boatload of deprecated code warnings and memory allocation > 10% messages…
So what you are looking for IS out there
